What

CLAUDE.md gets a ## Testing tiers section: every change class maps to a tier and a gate (ship on sight, standard, elevated, maximum), and the PR template gets the tier line. No code changes.

docs: address review on testing tiers ... 3fbae4bec7

Every trunk path now has a tier (catch-all is standard), docs-only needs
no gate, screenshots come from a device, workflows are gated by a CI run,
and the confinement check and rollback are spelled out.
